from postal circulation post stamps (special and current issues)
released by Polish Post in the years:

The above-mentioned post stamps cease to be official
value marks with a lapse of time of ninety days from the date after the
coming into effect of the disposition and after this time limit can
not be used to pay fee for post services.
Polish Post withdrawing the stamps from circulation has
foreseen a 90 days transitive period. During this time clients of PP
can replace the stamps at post offices. If however it happens that a
client put such a stamp on the letter it will be considered as a
correct paid sending. This concerns such persons to whom the
information about the withdrawal of stamps did not reach (they have
been abroad, in hospital or they come seldom to post office, ect.).
